Migrants are dying at sea off Florida. Why is Biden’s Cuba policy still on the back burner?

Hundreds of Cuban migrants have been found by the Coast Guard since October, and countless others have likely escaped detection, returned to Cuba, or died. An increase in migration efforts has also meant capsized boats, island strandings, dire rescues, and deaths at sea.
